CMS Backs Off Severe Cuts, Finalizes 0.7% Increase To 2023 Provider Payments

The U.S. Centers for Medicare & Medicaid Services (CMS) released its FY 2023 home health final payment rule late Monday.

It comes with an estimated increase to 2023 home health payments of 0.7%, or $125 million, compared to 2022 aggregate payments. Although it sets up certain financial challenges moving forward, the final rule is better news for providers than what was previously expected.

What Home Health Providers May Change Due To Final Rule

Now that the final payment rule for the home health care industry is officially out, providers and advocates will take the long-awaited next step.

For advocates, that will mean continuing legislation efforts. Although the final rule includes a 0.7% aggregate payment bump for home health agencies, behavioral adjustment cuts are still being implemented. That’s a phased-in approach that the Centers for Medicare & Medicaid Services (CMS) would like to continue in coming years.

Medicaid’s barriers to access are making it difficult for hundreds of thousands of people to thrive in their communities under the program, according to policy experts who testified last week before the Medicaid and CHIP Payment and Access Commission.
